The Southern Tioga School District seeks a Business Manager who will provide leadership and financial management of the district’s $39 million budget.
JOB SUMMARY:
Manage the daily financial operations of the school district; provide continuous supervision of the business office staff; and develop and implement procedures for the efficient and effective operation of the business office.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Supervise the management of the financial affairs of the school district, including long-range financial planning.
- Provide direct supervision over all business office employees, including the controller, administrative specialist, staff accountant, accounts payable specialist, tax/revenue specialist, payroll specialist, food service employees and district courier.
- Supervise all financial procedures for administering the school budget, purchasing and preparation of bid specifications and documents, accounts payable, tax administration and collection, fund accounting and financial reporting.
- Coordinate the preparation and presentation of the annual district budget.
- Oversee all accounting operations, including the establishment and supervision of an efficient accounting program to record, in detail, all transactions.
- Manage the districts insurance/risk management programs including but not limited to the commercial packages.
- Administer a district-wide Facilities-Use Program and a budget control system for the district.
- Prepare interim financial reports for all funds of the school district.
- Provide continual evaluation of internal controls and improvements.
- Interpret and report the financial matters of the district to the community.
- Perform the duties of bonded school board treasurer in accordance with the School Code.
- Work with the Financial Advisor, Bond Counsel, and Solicitor in all district refinancing and all debt management issues, and arrange for the internal auditing of school accounts and coordinate all external audits.
- Maintain current expertise in all areas of federal and state legislation affecting district personnel or finances.
- Oversee Child Accounting/PIMS, transportation, and financial aspect of Federal programs.
MARGINAL DUTIES AND RESPONSIBILITIES:
- Provide guidance in the management of the Athletic, Activity Funds, facilities, food service and technology.
- Perform other duties as assigned by the Superintendent.
QUALIFICATIONS:
Five (5) years of experience as a Business Administrator and/or equivalent experience with business and administrative functions
Bachelor degree in business management, accounting, finance or a related field necessary
Knowledge of governmental accounting, payroll processing, PA school law, purchasing and accounts payable processes, risk-management programs, cash flow management, investment policies and procedures, and auditing procedures
Submission of pre-employment medical examination (Section 148 of the Pennsylvania School Code)
Submission of a report of criminal history record from the Pennsylvania State Police (Section 111 of the Pennsylvania School Code)
Submission of a clearance report from the Pennsylvania Department of Public Welfare in accordance with Act 151 of 1994
Submission of Federal Criminal History Record in accordance with Act 114 of 2006
Submission of the Arrest/Conviction Report and Certification Form as required under Act 24 of 2011
Such alternatives to the above qualifications as the Board may find appropriate and acceptable
